1. About as safe as Kazaa... depends on what you use it for.
2. I thought it was somehat underground. Like that um.. Dr thing (the one that sounded like Stephen Hawking) and Alice. In other words, DC-ers probably don't know but some of the underground sites may. Or you can try Google.
