Basically, it's a game-making tool (think MMF2, only much simpler), designed around the limitations of the original gameboy.
In other words:
* 160 x 144 resolution
* 4-color palette
* 1 x tile-based background layer
* 1 x sprite layer
* 1 x HUD layer
It would export games as HTML5 / Javascript - partly because that's the only language I know, but also because it would make them playable on pretty much any device.
I think by copying the gameboy, you force users to keep their games simple. That means they should be playable even on low-powered smartphones etc, "big game fever" should be less of a problem, and more emphasis is placed on gameplay and originality rather than graphics.
In spite of all the limitations, it's still possible to create just about any type of game you like - the gameboy game catalog is huge, incrediby varied, and packed full of really playable and inventive games.

Nah - if you were that keen, you could take apart an original gameboy, and replace all the insides with something like this:
The screen is 2.6" (same size as the gameboy's, though not sure if the aspect ratio is right), it has a QWERTY keyboard so it would be easy to get the original gameboy buttons working (no sure you could with just a touchscreen), and it's android so you could run HTML5 games and a proper gameboy emulator.
Anyway, I think I'll continue with the project for now (already been working on it a little bit).
