I still think we should start small, and have a realistically achievable goal. To do this, I propose that we revise some elements of the game.

Scrap:
Open world level design - Creating a coherent world takes a lot of time. A lot of planning is required, a lot more art needs to be made. Pacing can easily become convoluted and difficult. Overall this is the biggest time sink right here.
RPG elements - We can't even decide on what these will be. Implementing, tuning, and revising will be an even bigger problem.
Steampunk style - There was a bit of confusion with what steampunk is. We can't really decide how to fit the steampunk style into the gameplay mechanics, either.
Plot - It's hard coming up with, and deciding upon, an epic story. Best make it less epic, and more simple.

Suggestions:
Linear levels - Go from level one to level two, level two to level three, level three to level four, so on and so forth. Linear design should mean less art assets, less planning, easier to pace. Some form of level select would still be cool.
High fantasy style - Quite simple. Instead of everything being steam-powered, most things would be steam-powered. The world would still run on steam, but more in line with late 17th, early 18th century technology. This means there are less useless gizmos that need would be fantasized without references, making art easier to produce. Most importantly, a switch to high fantasy would mean that the gameplay mechanics of steam can easily be changed to magic.
Simple plot - Some guy wants to use magic to rule the world or some other cliché idea.

Keep:
Story/gameplay ties - Having gameplay mechanics explain some aspects of the story (and vice versa) is a good idea. We should keep that.
Multiple characters - Different perspectives of the same story always gives the illusion of a deeper story.
