Here I will tell you how to make clouds in 10 steps in Photoshop. You can probably make them in Paintshop too but I don't know how

1:Create a new document at 500*500 pixsel with a transparent background.

2:After clicking Edit>Fill choose the black color and paint the background black with it. After that we change the background color to "#3E6CAA" and the foreground to "#76B6F4". Later we right click the background layer. Then hit the Blending Options part. From there we only select the Gradient Overlay and unselect the other options. Set the Blend Mode to: Normal, Opacity to 100% and gradient to open blue to dark blue. Set the style to Linear and check the box that's next to it. Set the Angle to 90 and scale to 100%

3:We make a new layer named "Cloud1". Then we press the button "D" to change the colors to black and white. First we make the command Filter>Render>Clouds. Then
Filter>Render>Difference Clouds. After this process we press "CTRL+F" two times.

4:Pressing "CTRL+L" we change the Levels options to:
Channel: RGB
Input Levels: 30/1.00/100
Output Levels: 0/255

5:Then we make a copy of the "Cloud1" and change it's name to "Cloud2". To "Cloud2" we apply Filter>Stylize>Extrude process.
Change these to:
Type: Blocks
Size: 2 Pixels
Depth: 30 Level-based
and select the "Solid Front Faces" and unselect
"Mask Incomplete Blocks".

6:Now, to "Cloud1" and "Cloud2" we make a "Screen" mode to their layer mode.

7:Then we select "Cloud2". After making Filter>Blur>Gaussian Blur command we change the blur value to "1.6".

8:In this step we will give the clouds a shadowy effect. For this we will make changes in the Brush Tool section like this:
Select the Brush to "45"
Mode to "Normal"
Opacity 100%
Flow 10%

9:We make a new layer named "Shadow". On this process
we give a shadow effect under the clouds with the brush. It's not important whether these shadows pass the clouds and be seen on the sky.

10:Now the last step! Do these processes and everything will be done:
Choose Select>Color Range.
Change these:
Select: Sampled Colors
Fuzziness: 118
Selection
Grayscale
then press ok()
Later select the "Shadow" layer and press the "Delete" button. And make the Opacity value %50.

Here you go, you should have your clouds ready. By changing the size of the frames you may have bigger vlouds but I recommend it this way. Sorry for no pic as I don't have any place to put the pics and upload etc.(Takes too long) But if you did it right you will see your clouds ready Hope you had fun reading this.
