It wouldn't let me comment on the other article so here.
Basically everything in the other article is a lot of extra work but technically correct.
I discovered a way of making anything isometric a while back.
Say you have your circle(or wood fence, wall, brick tile, etc..)
This depends on the ratio of your isometric view but say it's 1:1 (1 horizontal pixel for every vert)
just use a rectangular selection tool and drag from the second column of pixels all the way to the other side selecting everything but the 1st column. Move the selection up 1 pixel length. Then repeat that but skip the 1st two columns and so forth for the rest.
Easy is that? yeah!
