When you create something good, really good...Share it with the world. Don't just share it with the community. If it's good, then everyone should get a chance to see it! 99.9% of the poeople who are a part of this site/visit this site belong to the community. Hardly anyone comes here to download games when they aren't part of the community.
If your gonna let the world see your program theres several things to keep in mind.
Most people in this community are soft, yet intelligent. People are very nice in this community. If you look at download.com reviews and such people really chomp people up and spit em out(or their programs rather). Be sure that your program/App is good. You don't wanna make a fool or yourself.
Search for programs similar to yours(if you made an app). See if theres anything the other programs have that you should add. Your usually going to be posting stuff for free. If your program has more stuff then the program which you must pay for then your in Excellent shape. If your a little under, then thats awesome. However, don't go in only offering 1 or 2 features.
If your submitting a game be sure you have lots of options, nice menus, and a sleak look. It's also a good idea to offer Cheats.
Always put up screenshots when you can. This helps tremendously.
Write detailed descriptions about your programs. I can't tell you how many times I have seen someone make an awesome program and write 2 sentences about it. It makes me mad and I might not even download it because I want more information. Write about yourself, what it does, it's features, characters, story, whatever. But don't write 2 sentences!
It's a good idea to Zip larger files. It's a bad idea to zip files that are smaller than 100K. Whats the point? In the extra time it takes to unzip the file itself, the user has already equalled the amount of time it would take had the file been not zipped. And unzipping files which are only 12 K is a nusence for me. However, If you think this wastes space, then be my guest and zip em. It's more of my opinion anyway...
Don't make people register, sign up for newsletters/spam, or put ads in except for mayber your website. That crap really ruins programs.
Smaller=Better in some cases.
The Daily Click is a good place to Test your files. See what nice People think of them. It's also a very good start.
A note of caution: Search the web for programs with identicle names or LOTS of similarities with yours. Uh, if you name your program something like Windows XP...you had better change it.
Lastly, submit your file to as many sites as possible. HEHE! I have a little tool for you though. It automatically submits your program to over 30 sites! But be careful...It might be overwhelming.

-Tucows and Download.com aren't the only places where you can download stuff. Search Google for other places to submit stuff.
-Keep in clean, don't want youngens seein naughty things.
-Provide your website so the people can come back for more.
-Place your logo within your program so you can DEFINE YOURSELF

Very nice Article, im actually wanting to sell a program im making for $10 Australian. its a compression Programs (Zip) but Compresses files a fraction smaller then Winzip, and even lets you create .Rar files. i doubt ill even sell it but later on i might try.
Crystal Clear: Be sure you have the legal rights to sell the program if it uses .zip and .rar formats. I'm not sure if they have copyright licenses for their use or not, but they probably do.
