Scenario far away moving slower in platform games...?

Do anyone know how to make a system that makes (in a platform game) the scenario far away move slower than the objects and platforms in the same "layer" of the character.
I'm trying a method, but turns out it's not so good, there is a lot of bugs... so, I'm looking for help. Exemples are welcome!

What are you using? Because it varies depending on your Application.
Yes I believe it's possible in Klik and play too.

I think you meant 'Scenery' not 'scenario'
