My computer display resolution is set higher than the physical screen resolution, so my video driver makes the virtual screen scrollable over the physical screen. But to view my taskbar i have to scroll to it. So I was wondering if theres a program that will keep the taskbar always on the screen, even when im scrolling?

The windows key works a treat! - just kidding. as far as i am aware this is not somehing which windows would actually support. the task bar is part of the shell integration and would need some major reverse engineering to pull this feat off. HIGHLY ILLEGAL!!! The taskbar can be docked in one of 4 positions being the both sides and top or bottom. maybe a little app with quick access to the start menu or similar could be mocked up in mmf. if you want i could give it a go. lemme know what you want access to and i'll give it a try.

I resource hacked Explorer.exe and now I customized it to death.
I have a custom start menu and I replaced the Windows Logo in the start menu with the Neatwares Logo.

You might have used a program which adds lines of code to the shell but it hasn't actually been reverse engineered! If it had then asomething like this might actually be possible due to you being able to manipulate the code to behave in a way you want. this method of customization you mentioned has been around for years and does not constitute reverse engineering because as i said it is highly illegal!

as i said before this not actually reverse engineering but customization. If it had been reverse engineered then the internet would be flooded with clones of windows

The start menu is actually hidden in a DLL, stored as a standard Windows form/window/interface. You can change it with any executable decompiler/reverse engineering program, such as reshack.exe. Though it actually reverse engineers the code, doesn't show it to you, then recompiles the code as you change the interface with a special editor.

The Classic start menu is an actual Resource Menu in Explorer.exe.
Also uxtheme.dll includes a useless, 128*128, 3 color bitmap of a smiley face. And then people wonder why Windows is so bloated. -_-
The used to hide smiley bitmaps in the resources of some DLL files since Windows 1!
