ive noticed when im browsing my computer file certain areas will cause what ive heard referred to as "hiccups" it the system, or for example, a sudden pause it the mouse, or media player music pausing or skipping. ive also noticed that the "my computer" folder freezes temporarily when i open it and click on objects, at first its a white non responsive folder then when i click on objects it freezes, is this a problem with explorer.exe? this started happening after i tried to use my wireless card after i moved from Nevada to Tennessee, the connection to the internet was unsuccessful because the router wasnt hooked up properly... i dont understand what would be causing the problem, i uninstalled the software from the card and got an adapter but still the problem remains... anyone know how to fix it?

It's caused by a number of things. It's usually just a lack of resources to do what you want to do. It's largely fixed in Windows Vista, because the GUI is separate from the processor now, but your problem might be deeper then that.
Have you tried scanning for viruses or spyware? Those can cause unresponsiveness too. Also, go into the task manager (Alt+Ctrl+Del) and look under the performance tab. Study your CPU and Memory Usage. You might notice a pattern between your lockups and when these bars hit the top. If that's the case, go into Processes and study which applications are using unusually high amounts of CPU or Memory. Google the program up if you don't know it (Google's real good at identifying unknown processes.) and if they aren't something you think you need, or want, then end them.
You can also try editing what programs or services start up with your computer.
Press the Windows key and R at the same time. Then type in "msconfig" without the quotes. Go to the Startup tab, and uncheck everything. Then go back and recheck only the stuff that you want checked. (WINDOWS 2K/XP/Vista ONLY)
Don't uncheck everything if you're not on at least on Windows 2000, because prior to Windows 2000, the Startup tab included everything. After Windows 2000, the startup tab is nothing but extra software that you're able to safely uncheck.

i did all of that and it helped a bit, i found a page of registry tweaks and it helped a lot, but when i go to my computer it refreshes explorer.exe, i dont know, none of it makes sense

Yeah, back everything up that you don't want to lose because after you format and reinstall Windows, your computer is back to square one entirely... which in your case, might be the best thing for it.
Yeah... if my computer stops responding for even a second whenever I do anything, I actually start to wonder if somethings wrong. I've become spoiled I guess. It's strange though, my PC isn't even that great. It's average. Mediocre at best.
What OS do you use? If you install Windows XP (or Vista as well I presume? Correct me on this one) you can choose to format the hard drives in the setup program.
And if it's a computer you haven't put together yourself it usually comes with a Recovery CD or something of the like that restores the computer to it's factory settings.
