anyone have any good fl studio (or any time of soundpack for that matter) that resemble megaman style sounds or some tutorials on how to make that type of music? you know, music like sonic, kirby, megaman, etc. just with high quality sounds.

First off, you need to be more specific. We're not mind readers. Megaman is on every system known to man, so that's a TERRIBLE point of reference. Sonic has seen a number of systems, too. Every game reference you made is TERRIBLE because you're not saying which system. I could point you to a commercial orchestra library, because I've heard Kirby music with high quality orchestration; Would you want to face the option of having to pay thousands of dollars because you weren't specific about anything?
Now that I'm done telling you to figure out WTF it is that you want, if you're talking about 8-bit sounding music, then you can use the 3xOsc. You can probably find tutorials for how to use it on Google. For a more authentic sound, try magical 8-bit: http://www.ymck.net/english/download/index.html Scroll down to the bottom for download links.
If you're talking SNES, then here's a Super Nintendo soundfont: http://soundfonts.darkesword.com/ Scroll down to "Setzer's SPC soundfont"
Again, learn to actually communicate a question.
