GIMP. There's a plugin you can download. When you save a file as a gif, it gives you the option of saving the layers as an animation.

edit: I just downloaded the newest version (GIMP 2.6.10) and it seems really interesting. I really like how far you can zoom in. Maybe if I had this program years ago I wouldn't have ruined my eyesight staring at tiny pixels in ms paint. lol

I didn't try to make an animated gif yet, but hopefully I can do it without downloading any plugins. If I really have to, do you have a link with the plug in I need? I tried to look on the gimp site, but there are ton of them there. Thanks!

I can't be sure though because I don't want to install it again. Linux-based software ported to Windows tends to not like me when it comes to things like reinstalling, so I tend to avoid it.

with the zoom one day I clicked the % and typed in 1200 instead of 120 , I was shocked it went to really big blocks lol

also saving as a gif I think the new version doesn't need a plug
just save as type in the name and .gif and choose what you want , animated and or other, interlaced and stuff.
you can save buy extension names and such

also gimp can use Adobe photo$hop plugins as well as a few others. It supports both of my art tablets.
there is also a movie plug in out there not sure if it works with 2.6

gimp does animations by using layers. each layer is a frame. when you save as a gif you can select to save it as an animated gif and it lets you input some settings etc.

Forget gif
You should be using apng by now - you get 24-bit color, plus alpha-channel transparency, and it's supported by all non-gay browsers (ie. all except IE and Chrome).

This is the first I've heard of it!
