Oh, it gets better. So I took the advice of many people and decided to let the tax thing go and just get my money back for taxes. To my surprise, I was going to get $1200 back, which would've given me more than the check entirely, so I was excited. I waited for two weeks after I filed, and today I checked the status which said "there was a delay on your check, call this number to deal with it" or something like that. I figured that it was just going to be something like "well we recalculated and realized you weren't getting that much" or something like that, that's what they did to me last year. But, the guy tells me "you had a debt, and they took all $1200 of the return to pay for the debt".
Several Years ago, I attended DeVry. Not long into my time there, one of the financial representatives (I think) decided it would be cool and signed me up for several classes and took out excess loans in my name. On top of that, he attended the classes (which were online) enough times so that I could not cancel the loan. I did not know about this until it was too late. I've been arguing fraud ever since then, but they claim that it was not identity theft because there was a signature (which doesn't even look a thing like my signature). They haven't made any attempt to collect anything from it, since I was lucky enough to have some money stored in for graduation from my grandparents cattle ranch, not many people would get that kind of deal so I was very thankful.
Apparently, they wanted more money, but didn't bother to tell me about this until now. I've called hundreds of different numbers during the day, and I kept getting transfers all over the place and a bunch of "I can't help you with that" crap. That's how most of these companies work nowadays, they have a pyramid structure, pay the people on the bottom that deal with everything crap and don't give them any power, and most don't even have the power to get you to a higher authority.
On top of all that, why are we giving these companies so much power? I don't have the power to grab money out of your tax refunds, why should they? Does the government really need to be involved with someone else's debt? Obviously, if someone cannot pay something, they aren't going to pay it, do we really need to set up systems that take what little money they have? Usually, if you can afford to pay your debts, you do, so this system is only set up to harass the less fortunate, can we get rid of it? To top it off, why am I giving so much money to someone for doing so little? The education (or lack there of) being dished out at DeVry was worthless. I've learned more about programming on my own then I ever learned at that crap. I had at least 5 teachers that didn't even know the material they were teaching. Like everything in this country, we're looking at it ass backwards. Everyone is worried about "well how are you going to pay for that" when the real question should be "how are we going to make it affordable?". If education was cheaper, cheap enough so that any person on their own with little money can afford it, then obviously more people could have access to higher education. Most of what you pay for to go to school is administration fees, which is crap. Perhaps if we set up a system where you could go to certified individuals in their own settings, pay them personally, take their class and earn credit, vs. going to a collection of buildings where 300 people that don't do anything collect your money and give some of it to the instructors. Same goes for doctors, although honestly hospitals have the advantage of equipment (where as most college courses require NONE).
But enough of my ramblings. Honestly I think it is not fair at all. It would be more ethical for them to take some of my money to go towards the outstanding debt, but do they really need to take all of it? Do they really need the money more than I do? That money specifically was going to go towards the people I stay with, who've been nice enough to take care of me since I lost my job and my parents split, unfortunately, they are on the verge of losing this house.
It isn't fair, and for those of you who like to say "life isn't fair", eat me. Life as it is isn't fair, but it doesn't have to be, and repeating that slogan doesn't help anything, it just perpetuates that horrid outlook.

I feel your pain HG. It's despicable that the government can take your earnings and deliver it straight to a creditor without you even having a say. And the fact that the debt is under protest too.

Dude I am sorry to hear the tax man is giving you grief again, but I really suggest you do your own finances from now on. Your financial 'representatives' have really stung you. Call me bitter or whatever, but I only trust myself, my parents and two other friends. True friends and people you can trust are a rare commodity.
Education is a funny ball game, but I am personally all for meritocracy. Hospital wise I like the idea of the British NHS system. Trouble is it is never really run as well it could be, with inverse pyramid staff structures and all.

Ah thanks guys. After that last run in, I wasn't as struck with this as last time, even though this is much worse.
As far as doing my own finances are concerned, That is usually what I do, which was the problem that started this problem, them taking the taxes out without my consent, and taking out waaaaay too much. I much rather like paying my taxes at the end of the year, rather than paying them during the year and getting money back. I remember an old teacher used to tell me, "If you get money back from your taxes, that just means you just gave a free loan to your government without charging interest"

I've had nowhere near the issues you've had, but even my comparatively mildly annoying experience with bureaucracy has seriously made me want to knock some heads together. (Also pretty unfond of the structure of academia)
I really wish there was some recourse to suggest, but it doesn't seem that these problems with "the system" will be going away soon. Will sympathy do?
Nah thanks, but I don't really need sympathy. It's more of "hear my story and don't do what I did" kind of thing.

I am really starting to detest beuracracy - especially form filling when I have to fill in yet another form even though NOTHING has changed. I thought it was just the UK where daft systems are becoming prevalent!
I have no idea how the US university system is run.
Soon we will have to fill out a form to go for a dump, carry out a risk assesment, and perform a carbon offset on it.
I was thinking of starting a religion to not have to pay taxes, but the forms I'd have to fill out would be out the wazoo.
