Probably. The filetime extension can also do it, so you could always just make a quick tool yourself.

how exactly would that work? could i load a bunch of files into it at once and just change the creation date with one click? i've never used that extension. http://ext.neatwares.ath.cx/ext/FileTime_Object

It's not exactly hard to figure out - the extension only has 3 actions...
I get the impression it doesn't work on 64-bit OSs though

Oh well, just google it and you'll find alternatives - eg. http://www.addictivetips.com/windows-tips/change-file-date-timestamp-from-file-properties-in-windows/
