Ok, so I accidentally discovered it by searching for an alias "GamerScott" on this site. Apparently there are only three mentions of it; one news post and two forum threads. Judging by the art style, I can definitely come out and say it 99.99% belongs to Scott Cawthon (user Hill Gigas on this site).

The news post was published February 25th, 2003 and the forum threads were made months after the release of the game. The original download link has been removed and there's no trace of it on the Internet so far

Not even Wayback Machine has it because there's no February 25 archive of ScottGames present
