It's for free with MMF 1.5, otherwise you have to buy it.

But yes, MMF1.5 does come free with MOOClick, but its not for Commercial use unless you actually buy MOOClick.

It comes with Pro too.
And AFAIK you can use it for commercial use, I didn't think you had to buy MooAPI for that. (But if you're going down that route anyway, it would be nice to buy a CD out of courtesy  )
