Just a comment on the toolbar posted previously, that green text on the left is absolutely unreadable against it's background. I suggest a higher contrasting shade of whichever colour you use or dropping a shadow under the text so it pops out. At this point it just really hurts the eyes to read.
There's a Text Toolbar in Paint usually hidden by default, and accessible through the View menu. It allows font change, bold, italic, underline, and size change. Also, if you want something more than Paint, you could try GIMP.
