I like it looking a bit drab. It's a different look. I will probably get sick of it after a while, but kinda like listening to power metal for the first time, it's looks interesting.
Yeh, I'd say it's supposed to look drab, with it being an underwater power station and all. They aren't known for their avant garde interior design. It does have a lot of things that aren't in these screenshots though; water being the stand-out example, as well as green toxic water and nuclear waste. There's also green goo enemies, which should brighten up the screen a bit.
