I have always been a fan of involving the end users of a project in its creation, so an idea just came to mind that might be a fun way of involving people in my current project, Darklight.
This game will be an RPG, and what is an RPG without a variety of non-player characters (NPCs) to interact with? I will be designing a lot of them as hosts for side quests, traders, plot tools, etc., and I thought it would be a cool idea to have people submit their own ideas for NPCs and minor characters in the game.
DO YOU HAVE A GREAT IDEA FOR A CYBERPUNK/SCI FI CHARACTER YOU'D LIKE TO SEE IN A GAME?
Here is an example of a character I created:
Name: BlackJack
Role: Informant
Gender: Male
Age: Mid-Late 20s
Personality: Cool, clever and confident. Likes to play mind tricks and start bar fights. Has an unhealthy addiction to gambling. Prefers pool and card games. Would sell his family out for the right price.
Physical Description: Shoulder-length black hair with white highlights. Always wears sunglasses. Wears black leather pants, a white shirt with a black vest over it. Always carries a metal pool cue he uses as a weapon. Has tattoos of playing cards all over his body.

Obviously some of the characters will be solo, but to give you some background data on some of the groups and organizations the game centers around if you want to create a character more integral to the plot, here is a brief summary of the main groups in the game:
ION (Imperatorial Operations Network)
An international government organization formed after the end of World War III. Among the casualties of the war were several countries and prominent US cities including Los Angeles, so it was decided that the United Nations was insufficient to combat international terrorism and conflict, and that an international government should be brought into being with a lifelong head of government instated called "The Imperator". ION is the Imperator's right hand in bringing justice to the peoples of Earth. But is he a modern-day savior, or an international tyrant?
ION is the organization the main character, Joseph Ravine has allegiance to as the story begins, as his father was a decorated agent in it before he went MIA in a mission when Jared was only 12. There are many branches in ION including the Action Branch (the one Jared is in), headed by Action Chief Durand, which runs all of the organization's missions, the Intelligence Branch which collects data and recon on all the countries of the world and their leaders, and the Administration Branch which runs the governments and leaders of the countries under its rule.
RAPTOR
A secret mercenary group headed by former ION veterans and pre-empire generals. This group got its name from the fact that all of its members adopted names of birds of prey (raptors), e.g. Hawk, Falcon, etc. Little is known of the group except that it is headed by an ex-ION assassin who has taken a keen interest in Jared's current mission.
Order of the Black Dawn
An underground cult of zealots who worship a deity they call Vana'di. This "god", they claim, will rise again and bring great destruction to the world, and "cleanse" the wicked non-beleivers, giving the Earth to the followers of the Black Dawn. This Order has been known to commit terrorist acts such as assassinations, bombings and sabotage in order to acheive their as yet unknown objectives.
Manticore
An organization dedicated to preserving the knowledge of an ancient high-tech civilization which existed before the last ice age, which was destroyed by a mysterious foe and forgotten. It has survived through the millenia, keeping documents and records of history in its pure form, separate from the retold and rewritten history books of the common people.

Anyway, I don't want to give you the whole plot right here and now, but hopefully this gives you some material to work with in creating a character. All the people who provide character designs I accept and put into the game will be credited in the game credits under "additional character design".

Hmm...
Name: Samuel Gordon
Role: Spy
Gender: Male
Age: 72
Personality: Calm, lets people underestimate him. The sort of person you'd pit against some super hero like James Bond, Aragorn or He-man. Never shows his full potential... uh, I'd just compare him to Snape in the Harry Potter films. You know he's capable of kicking everyone's ass in the face but it's cool just to know that he's capable of it but never has the chance to. Inspires confidence and security when you come across him, the sort of person you can rely on to fulfill a mission and to turn up for tea on time. Doesn't work for any particular organization... or does he? Although he appears like a jolly nice bloke and stuff there's more to him than meets the eye but he's so scarily talented at what he does everybody just likes to be friends with him.
Physical Description: Old, grizzly veteran who looks a bit like Jack Nicholson when he played in the Shining, only with shorter, grey hair. Tends to dress in civilian outfits because of his job. I guess you could say he's like Sam Fisher from Splinter Cell, only in about 10 - 15 years time.
You'll soon be overloaded with super pro fighter dudes, so I decided to get in before the rush.
Nice to see such an ambitious project with so much story and thought. It makes me wonder if you'll be able to fit it all into one game.

Name: Yashiro Kazumaki
Role: Assassin
Age: 29
Personality - Quiet, thoughtful, yet very powerful. Parents were killed by an assassin when he was 2. Assassin took him and trained him. Master of all types of martial arts and sword. Sort of like one of those awesome ninja guys in movies. Loves green tea.
Physical Description - Black hair, Japanese type of guy. Tall, lean, all that. Almost no emotions at all. The kind of guy that just stick you with a sword pulls it out and lets you fall to the ground with out changing his expression.
Yep... BTW sorry for the wierd sentences and stuff. I just added things on as I went

Role: Agent
Age: 22
Personality: Loud, not the sharpest knife in the drawer, but still not stupid. Awesome close combat skills. Infamous for killing 3 mafia bosses in the USA.
Origin: Half canadian, half brazilian
Physical descrition: Long, yellow-ish gold-ish hair. Skin color mostly after her dad. (Canadian) 1. 80 cm high, a few scars. Likes pistols better than heavy guns.
Name: Peter Crine aka SilentDeath
Role: Sniper
Age: 31
Personality: Loves to win, hates to lose. Always thinks of consequenses before acting. Does not like crowded areas because of the civilians.
Origin: north america/unknown
Physical Description: Shaved hair. 1.86 cm tall. Two huge scars in the face. Always carries a knife next to his rifle. Operates at night, thus, he has a black coat.
