You could just use GameMaker, put your animations in it, then export them into GIF. Better then looking around for a program that doesnt even do that, that well.

WELL. seeming as I did it in 3 minutes, whilst eating mashed potato, green beans, carrots AND yorkshire puddings, WHICH by the way, where balanced on a tray on my knee- I think its quite adequate.
