it's because it's buggy and you can't edit the pallate when you're drawing (as far as i remember, long time i didn't touch those programs).
you should use paint instead unless you can live with the limited pallate and bugs.

All done in the glorious TGF editor. It's the mmf editor that is buggy as hell. Changing the palette while drawing would be useless, it's good to stick to one, carefully put together palette.
if you draw a picture in paint aren't you using a lower pallete anyway? besides the picture will only be converted into the existing pallete assuming you're using the 256 colours mode.
and the quality is only ever limited to your own abilities, it may feel uncomfortable using it if you're used to something else but it can't be to blame for crap graphics.
also these claims of Phizzy being a peado are unfounded so shut the hell up.
Most graphics you made can't be called pixel art, the shading on your graphics isn't done by hand but with Photoshop or something. That is, by definition, not pixel art.

for the shading i use pixel art with transparency.
