TGF or MMF? In TGF you'll need Advanced math (i think) but not in MMF since the functions needed are built-in

I haven't played this game, so I'm guessing here; does it aim with the mouse and shoot instant-hit bullets in that direction? If so, search for articles on instant-hit bullets and 360 degree shooting (or movement, the method is the same). Tie them together by finding the angle between the player character and the aiming reticule. There are extensions which can do this if you can't handle the maths.

I actually downloaded that game just to check what he was asking for...
And i will try to make a tutorial later, if you havent found one yet.
Anyway, heres a screenshot of Darkwar 2, and the Railgun hes talking about:
