Goldwave, but you'll need an extra plugin I believe. FooBar2000 (www.foobar2000.org ) can do it without plugins.

This is the OGG console app. It's pretty easy to use. The syntax is:
oggenc2.exe [options] [input wav]
for options I only do one thing, and that's setting the quality. For ripping cd's I use '-q 6' but '-q 4' should be more than enough for games and such.
If you want a simple drag and drop interface, this should work. Right-click on the interface for the options.

There's a pretty decent one that comes with Suse Linux 10.1, I dunno if you can get it for windows though. Btw, as an Open Source lover I'm glad to see people switching to OGG.
