Lets say one of your games is up for GOTW, do you think you should still participate in the GOTW poll or is that just wrong.

You participate automatically if you released a full game or application. No matter if you won GOTW before. This is about the best GAME of the week, after all.
I don't really like people doing it, but as yet theres not a feature thats coded into the GOTW poll that prevents people from voting for their own games... if you want to cheat yourself, go for it.
I think it's only REALLY fair if both of them then vote for their own games, but if one does and the other doesn't then that could be pretty influential on the result, in the long run.
Of course authors should be allowed to vote for their own games. It's not a fair vote otherwise (you'd get people voting specifically against a competitor to improve their chances {ie voting for a weaker game}).

Where EXACTLY did you read that? I read his sentence like eight times, and it's so confusing it can be interpreted in different ways.
What can be interpreted is "can I still have my game entered in the GOTW if I won one before?" and "can I still vote on a game if my game is in GOTW?". :S
