It has sends a packet to clickteam central, in which Jeff is rudely woken up and given a message of the bound used, and types in a number in response.

I remember seeing an option in MMF2 where you select the seed.

I'm not sure what it uses, but it's far from infallible...
Here was an experiment (in MMF 1.5), where a random x coordinate, random y coordinate, and random RGB values were chosen, and a pixel changed appropriately on an overlay object. After a number of such pixels...
(Y'know, I think I've actually mentioned this before...)

Beats me. I've tried coming up with randomness based on time and object position before, but it's a little difficult.
The Randomizer object works fairly well, though. Here's the same test (in MMF 1.5):
