Ok. Since having a poll with 52 games is just silly, a fair way to do GOTY would be to judge on these criteria:
Game must have won a GOTW award in '07
Game must be in the top 10 downloaded GOTW games
Leaving us with 10 choices for this years' GOTY award? So to clarify, the top 10 downloaded games that have won gotw this year will feature in the poll? I think that's completely fair to be honest, and this motion should go ahead
Engine's and other stuff that aren't games (even though they won GOTW) shouldn't be included in the GOTY poll.
I think top 10, since it will be more concise and downloads will have a better frequency of people... the more games you have, the more sparse the votes will be.. :\ Not that it matters an awful lot. I can't really put it in to words, but it just makes more sense having 10 really.

I'd put my vote on Hasslevania. It's not perfect but it's a really big and well filled out game. Loads of stuff in it and voice acting! Whilst cringe worthy shows that Del Duio put a lot of effort in.
I don't think that being a GOTW winner needs to be a requirement. We've had several new games go neck and neck in the GOTW; and after months people's opinions may change on which one should have won.

I thought my way was the most fair because it reduces it down to a select few whilst cancelling out bias and considers what the entire community thought of the game, rather than the regular members - because it includes votes in the GOTW poll for each game, as well as how many people from the community downloaded it.
Any other method, in my opinion, would be quite biased and will probably render worthy games left out :\ It's the quickest way of doing things properly and fairly. Unless anyone has an amazing resolution.
I agree with Shab on that; My game Paradoxysm certainly doesn't belong in the running for GOTY; While it was a GOTW, and got many downloads, it was something I simply pulled out of my arse in a single sitting. Many much much better games have been shafted by going up against other good games in a GOTW competition, and are more deserving a spot. I'd be voting for Hasslevania anyway, so I'm biased too.
I also think (if this goes ahead), we pick our Top 3 games and each rank adds an incremental score to a game. That might be useful if there will be lots of games to choose from. Like woteva.
Yeh, I'm just looking at a couple of others that haven't made it such as Alex Adventure and Knytt Stories (although do we wanna go through all that again?) that probably should be in there.
EDIT: And Scientology Pwned? Surely that's gotta get a mention as well
