The cat appears to have a darker outline/ more contrasting shading than the background tiles?

That's only because it's the main character and needs to stand out from the rest of the background. It'd be hard to see otherwise. Right?

I like it! However, i think games always look better when moving and therefore i would reserve final judgement after playing. Of which i can't wait!

i like it a lot
i dont like the clouds though. maybe try to add dithering to them and give them a nice fluffy shape and stuff. you know. so far they look like smiling hippos.

Not a bad point. I think their are too many of them looking too similar. Looks great apart from that though

I think the curve on the bottom of the dark clouds should be a bit flatter/straight. They seem a bit too sad!

I should double post like this more often. Thanks for the comments. I've worked on it more since this. I'll try and post updated stuff soon. And aren't dark clouds supposed to be, dark and sad looking? I'll see if I can't add more cloud variations and try to avoid that smiling hippo look.

About the difference in shading thing between the BG and the sprite(s), that's just fine. Some games use it for the point you already stated - to make the character stand out a bit more. I personally like it like that.

Yeah, so long as you're consistent with your art it should be fine.
Try thinking about making a choice if you want to have all foreground objects with dark outlines or just stuff you interact with.
About this
The general shape is ok but the different shades of blue could be a bit more contrasting. It's almost impossible to distinguish colours so close together on a small sprite. The head does look a little flat though.
Still it's all pretty good, not exactly the best art ive ever seen but pretty good.
