Could you not do both? One tile could generate a larger, more organic piece in game. If you are using external files too then anyone could make larger pieces as well as regular 1:1 tiles.

That sounds like a good idea, and if I make both on a 64x64 or 64²x64² scale It would still be possible for a level editor.
I'm thinking unique. Level editors are awesome and all, but better for games that need it. Racing games... I'm not so inclined to make levels for unless they have some original gameplay property that calls for it.

I know this is way after the fact, but my suggestion is to do both. Unique track pieces for your own tracks, then tiled track pieces for a level editor.
