Right click the object in the objects bar and select 'Copy'. Go into the 2nd frame and paste the object by pressing Ctrl+V.

In TGF go to frame 2. Find the object panel with the objects in the game. Click the up arrow, select the object you want, click it, plop it in the level.
In MMF, select the object, press ctrl+c(hotkey for copying). Then go to frame 2, press ctrl+v(hotkey for pasting).

You can also use Global Objects in MMF. See the help file for more information, because I cant be bothered to explain at the moment

Or if you use MMF, you can click on the little plus sign on a level, find the object you want and drag it into the play area.
