You don't have to have a website but you do need somewhere to upload your files. I suggest using your ISP's webspace.

If you dont get Webspace from your ISP, i suggest you just sign-up for a free site. all you have to do is enter your details and clikc submit, and now you have a place to put your files.

Yeah, it's a good idea to use your ISP's webspace. If you are going to use a free site then don't use freewebs.

To be honest I don't think there is such thing as a "good free webhost." The reason why most ISP sites are good is because you or your parents actually pay for it.
