It used to be how many downloads a while ago, but they changed it when the thumbs system came into play. The number of downloads was better, cos not many people vote the thumbs thing, and older games around before the thumbs don't get any recognition.
That's a very good point. I it should be determined by both the total amount of downloads, and the thumbs, using some sorta equation. That way, old games would at least have some chance of being on the list.
Another thing is, if it's determined by the thumb amount, then why is the # of downloads displayed next to it ? that's just plain silly..
I don't think it's that great either...I'd prefer a 5 star system like the articles. Also the way the downloads list isn't brilliant either since older games/articles won't get voted as they've been viewed before...For example my article on MMORPGs is second but only because it was submitted on the day the rating system came in, but there are articles much better than mine around.
The top games are generally supported by reviews too.
Also, download counting is less accurate than Thumbs Up because its purely related to exposure. Most people would rate a game a thumbs up or thumbs down AFTER playing it. Basically, a million people can download a game but 999,999 might also rate it thumbs down afterwards.
You might think i'm biased because i have the top game, but my arguments still stand.

It's the number of Thumbs Up it gets that counts. Personally, I don't really think it's a good idea... seeing how if 100 people saw a Top game and downloaded it and only 50 people gave it a Thumbs up, it'll still be more than if 40 people downloaded it and everyone gave a Thumbs Up.
I think that it should be that every game that has more than 20 Thumbs Up AND has the highest percentage of positive Thumbs should get the title. Either that or 10 Thumbs up and the highest Review Average. The Thumbs system is just too easy to abuse.
