LOL, Hamish. Though seeing how the DC has evolved so much over the past few years, I wouldn't be suprised if they actually did that. Or rather another form of it.

They did a penalty system in the schools in our state about 3 years ago. I forgot the exact rules but it went something like this...
If you get about 50+ points, you get expelled. If you get 30+ points, you get suspended for every bad thing you do. Less than that is "forgiven", and points will actually be brought over from previous years.
Basically, skipping school is 5 points, long hair/beards/goatees/moustaches is 2 points, with about 15 points for sexual harrassment, skipping school, smoking, etc while "lewd" acts get about 30 or so. Stuff like drug abuse and drinking get about 40 or so.
The system went down after only a few months, though my school has already expelled about 2 students under it. I almost got penalised for "lewd behavior" due to something the kid next to me drew on a piece of paper. Good thing some teachers can be so forgiving when it comes to such things.
My point is, the 3 strike system you're suggesting means that more people are gonna be banned. The admins are lenient enough as it is. It's like having two sudden executions out of 20000 people and now everyone fears the government.

Well I'm minus about 25 points a week first off cos I never show up to first period on time due to much sleeping in. I harrass everyone (EG: I got stabbed in the hand with scissors for proposing to some kids girlfriend... true story) so minus 15 about every hour there. I'd don't hit the big cheese when it comes to drugs or drink but I've been known to commit a few lewd acts (and been known to pass notes symoblising even lewder acts even more). So basically, Muz's school would have me shot by lunchtime.

Crazy, I used to have massive hair, and I cant be bothered shaving everyday. There are much hairer people than me at school, boys and girls who'd probably lose on that facial hair rule.

You know, looking back at Hamish's idea, I think that the council thing is a good idea. You know, the part about electing GOTW winners and people with the most forum posts/submissions. It'll work very much like America's efficient modern democratic system.
Of course, the royally chosen admins will still get power over the others.
