Actually, I'm pretty sure it's a rule as far as double quotes go, but for single quotes it's a preference, provided you're using them correctly in the first place.

I'm going to stick with the americans on this one. They look ugly outside quotes. Plus when america invades and conquers the empire I'll already be using the right punctuation.

Meh. It's really just a matter of preference, as no-one really cares. Besides, if you're defining arrays or calling functions with strings, such as:

New Array("Hi", "there", "mister treesap");

then you're going to need the commas outside the quotation marks so the interpreter doesn't put commas in your strings; likewise, in writing, you should put commas outside them, to make sure you're not quoting any commas.

And it's separate

Edit: and Americans should be capitalised, naughty naughty

Coding isn't English, that's completely peripheral to the issue.

I don't capitalise america deliberately. They're already too capitalist.

English is a language, and things like C and Html are languages too, each language has its own set of rules, most easily refered to as Grammer

I was exemplifying the code because it shows that you shouldn't use commas within quotation marks, lest they'd become part of the quotation.

And then they would become one long quotation, which would mess things up. But obviously nobody has ever heard of 'logic'.
