I think there should be thumbs-up, but no thumbs-down at all. That way, if you actually like a game enough to vote, you'll vote, but if you're indifferent, or a dick who's voting down either to get back at the creator or to make your own game look better, you can't.
The top games are rated by thumbs-up. If you want to see if a game's worth downloading, a number of downloads to number of thumbs-up ratio would be more useful anyway.

I think an actual score...whether it be out of 5, 10 or whatever...would probably be a more practical idea.
Mainly because 'thumbs' do not have any actual tangible value, if you know what I mean. Like 1 thumb up could mean alot of things...depends on votes and what kind of votes you get.
A score as a pecentage will give you a much more exact measure of how much people like the game.
For example, some people could play a game and say "Nah, it's not terrible, but it's not worthy of a thumbs up"...on the other hand you'd get a much more exact measure of How well the game is liked when the you could give the game a score out of 10...then this situation would be more like "It's not a terrible game, but it's not worth a pass...4/10"
Makes more sense.

Muggus, I agree to the fullest.
A great game can be achieved if you but down you soul into it. A bad game will be achieved if you but down your groin into it.

I also agree. However to make things easier we could just use the article system with a score of 0 to 5.
I dont agree that one should download games only based on screenshots (ie if the graphics are good). Some good games have only mediocre graphics.
If you knew, I would have to kill you...

Good 2nd point Cybermaze. I mean I think it's the right idea to only have users who have actually downloaded the game to give a rating to a game...and the system as is KINDA does that with the pop up screen asking if you liked or not...but I mean it's not full proof, and myself, like a few others do get pissed off with that seperate screen. And it comes up when the download's a dud and don't work.
The ideal system would be to only active the rating system for those downloads you've actually downloaded...or at least clicked on the link for.
But that does complicate things a bit further for our poor crew of overworked site coders.
I still stick by the score rating system rather than the thumbs no matter what happens.
