I'm not sure if this could be classified as a fan-game or not, but from the start it's clear that Ultimate Romba Kombat (hereafter referred to by the slightly unfortunate acronym URK) wants to be Mortal Kombat. This is apparent in the presentation and graphics style, as you've probably seen from the screenshots. What really gave me the clue, though, is that the fighters are Liu Kang and Johnny Cage, ripped from their MK2 incarnations.

While I'm on the subject of presentation, the game makes a good start but for some reason duffs some things up entirely. The biggest mistake is on the credits screen. Now, different resolutions are provided, but only 320x200 worked for me. This results in the credits and information being displayed in a white-on-green Edit object in a font so small it rivals either of the Micro games. It might as well have been written in a foreign language. Fortunately the same text is in a TXT file provided with the game, so you can read it without having to take a trip to the optician afterwards. The other problem is that the default Windows shortcut keys are rearranged for no apparent reason (Restart=F1, Controls=F2, Help=F3, Quit=Half circle forward+High Punch, and so on).

As said in the Readme, it's certainly one of the simplest fighting games, but that definitely doesn't equal good. No, instead you're given a playfield with the two characters on it and have to beat each other up by using only Punch, Kick and Scream Really Loud. The sound effects, in fact, sound more like someone treading barefoot on a tub of drawing pins than engaged in sophisticated martial arts combat.

Another unique feature is the way that if you try and move away from your opponent, as soon as you let go of the arrow key you're sprung back as if you're on the end of a bungee cord. After leaping about like a lunatic for a while and occasionally landing a blow (the computer can shoot little fireballs at you, which seems more than a little unfair) I managed to knock the computer player out of the play area. This forced me to restart. I pressed F2, only to get the controls screen of course.

The music is actually quite good, though I've heard a lot of it before (particularly the one on the Buddha and Dragon stages, if they can be called that, I'm sure that was in some other Click game).

I'd say that this was just a decent, if misguided, attempt at writing a fighting game, but it seems to go out of its way to annoy the player as much as possible. And as you all know, that's not good.
