It's based at Bourne End.
The explosion you're talking about was at the Bouncefield Oil Depot, which took place last year (a couple of months after the convention). Allegedly it was heard in Bourne End (which is where the Convention takes place). Hemel Hempstead is just a bit north of London for those who don't know.
