That's a tough one, but you can do it this way.
1. Generate a random number between 1 and 4, assign it to a counter
2. Every 1 second subtract 1 from counter
3. Counter = 0 then do the event you need to and go back to step one.

no problem, I should be a bit more clear, you need to combine steps 1 and 3.
Counter = 0 -- Generate #, do event.
