I wouldn't do that. Whenever you turn off your computer, the site is down. I could make a host, but I can't leave my computer on the whole time, and even if I could, it would have to be online all day and night.
Fine Garbage since 2003.

That's not the real problem. Your real problem is:
• Getting an ISP that would even let you host a server day and night
• Getting a decent upload speed (ASDL is useless for serving)
• Getting a static IP from your ISP or using a domain name/dynamic DNS service

I have the tools to do it...Once I upload Linux onto my computer, I might be able to host stuff. But I don't have high-speed internet.

If you are willing to host a free server download the
windows server 2003 enterprise edition eval. kit from microsoft.
I got to evaluate the super expesive software for 150 days.

If you want your address to be a domain name not just a server ip, you have to register it on the internet for an extra cost.

my network places ftp is an ftp connection to another server, besides, FTP is deathly slow

If you want to have your own free FTP server with a cool interface goto jgaa.com , all you need is a static ip.
